Chrome: Go to Settings > Privacy and security > Site Settings > Pop-ups and redirects. Make sure the toggle is set to Allowed.
Firefox: Go to Options > Privacy & Security > Permissions > Pop-ups. Make sure the checkbox for "Block websites from showing pop-ups" is unchecked.
